Il 28 ottobre 1940, l’ambasciatore italiano Emanuele Grazzi consegna a Metaxas l’ultimatum in cui si intima al governo greco di consentire alle forze italiane di occupare, per la durata del conflitto con la Gran Bretagna, alcuni punti strategici in territorio greco, concedendogli tre ore di tempo per accettare le richieste italiane; tre ore dopo lo storico NO, le truppe italiane di stanza in Albania varcarono il confine con la Grecia.
